【声明】ロシア連邦のウクライナ侵略開始より4年／[Statement] Four Years Since the Commencement of the Russian Federation's Invasion of Ukraine

　ロシア連邦の独裁者であり戦争犯罪者であるウラジーミル・ウラジーミロヴィチ・プーチンが2022年2月24日にロシア連邦軍に対しウクライナの侵略を命じてから、本日で4年が経過しました。この間、ウクライナ国内において、多くの尊い命が極めて残酷な形で奪われてきました。そして今なお、その状況が続いています。ロシアの行為は残忍極まりない卑劣な蛮行であり、到底許容することはできません。これまで4年間にわたり常々最も強い言葉で非難し、制裁を科してきましたが、我々だけの力ではウクライナを勝利に導くことができません。改めて全人類がロシアと対峙し、強い姿勢を示していかなければなりません。そして、ウクライナに対し最大の支援をせねばなりません。ウクライナの勝利は自由民主主義の勝利です。ロシアが勝利することは社会帝国主義の勝利を意味し、これは絶対にあってはなりません。

　現在、高市早苗内閣総理大臣率いる日本政府は、殺傷能力のある武器を含む防衛装備品の輸出ルール緩和を検討しています。これは、ウクライナと自由民主主義国家にとって、大変重要なことです。また、これは日米同盟をさらに強化させることに直結し、我が国にとっても大変意味のあることです。ウォロディミル・オレクサンドロヴィチ・ゼレンスキー大統領は、高市総理との早期の会談を望んでいます。Bears Musicは日本政府に対し、日宇首脳会談の実現を強く働きかけていきます。

　ウクライナの領土はウクライナの領土です。クリミア半島もドネツク州もルハンスク州も、ウクライナの領土です。決してロシアの領土ではありません。ウクライナの領土と国民を守り抜くというゼレンスキー大統領の固い意志の下、ウクライナ国民は必死に生きぬき、戦っています。我々には一丸となってウクライナをサポートし、勝利をもたらすという使命、義務があります。

　現在、アメリカ合衆国やフランス等の欧州が、停戦・終戦に向けて各方面に協力を仰ぎ、ロシアとの交渉成立に尽力しています。昨年マルコ・ルビオが発言したとおり、この交渉においてウクライナを除外することは不可能であり、被侵略国であるウクライナが交渉に入ることがなにより重要です。しかしながら、米国はロシアとの直接交渉を図ったのちに大きく方針転換をしたり、ウクライナを介さず第三国を介入させたりしようとしています。このような過程は、見るに堪えません。当事2か国を中心とし、周囲に協力国を配置する。停戦・終戦協議はこのような形で行われなければなりません。また、ウクライナは、いかなる停戦においてもロシアが利する条件は絶対に受け入れてはなりませんし、国際社会はそのような条件をよしとしてはなりません。そのような条件を受諾することはすなわち、ロシアや社会帝国主義陣営に成功体験を与えるということです。その結果、犠牲となるのはウクライナに留まりません。ジョージアや中華民国、そして我が国まで、ウクライナと同様の状況になりえます。停戦および終戦は、ウクライナに有利な形で行われることを強く望みます。

　Bears Musicは改めて、世界各国に、ロシアやそれに協力する国や人物へのさらなる制裁と、ウクライナへの最大の支援を要求します。Слава Україні!!!

Four years have now passed since Vladimir Vladimirovich Putin, the dictator and war criminal of the Russian Federation, ordered the Russian Federation Armed Forces to invade Ukraine on 24 February 2022. During this period, countless precious lives have been taken in the most brutal manner in Ukraine. And this situation continues to the present day. Russia's actions constitute an utterly brutal and despicable barbarity that cannot be tolerated under any circumstances. While we have consistently condemned these acts in the strongest possible terms and imposed sanctions throughout these four years, our efforts alone cannot lead Ukraine to victory. Once again, all humanity must stand united against Russia and demonstrate a resolute stance. Furthermore, we must provide Ukraine with the utmost support. A Ukrainian victory is a victory for liberal democracy. A Russian victory would signify a triumph for social imperialism, which must absolutely not be allowed to occur.

Currently, the Japanese government, led by Prime Minister Sanae Takaichi, is considering eased export rules for defence equipment, including lethal weapons. This is of immense importance for Ukraine and for liberal democratic nations. Furthermore, it directly contributes to further strengthening the Japan-US alliance, which is also highly significant for our nation. President Volodymyr Oleksandrovych Zelenskyy desires an early meeting with Prime Minister Takaichi. Bears Music will strongly urge the Japanese government to realise this Japan-Ukraine summit.

Ukraine's territory is Ukraine's territory. The Crimean Peninsula, Donetsk Oblast, and Luhansk Oblast are all Ukrainian territory. They are absolutely not Russian territory. Under President Zelenskyy's unwavering determination to protect Ukraine's territory and people, the Ukrainian people are desperately fighting for their survival. We have a mission and a duty to unite in supporting Ukraine and bringing about victory.

Presently, the United States, France and other European countries are seeking cooperation from various parties towards a ceasefire and an end to the war, and are working hard to reach an agreement with Russia. As Marco Rubio stated last year, it is impossible to exclude Ukraine from these negotiations, and it is of utmost importance that Ukraine, the country under invasion, be included in the negotiations. However, the United States has attempted to negotiate directly with Russia and then made a major policy shift, attempting to involve third countries without Ukraine's involvement. This process is unbearable to watch. The two countries involved should be at the centre, with cooperating countries around them. Ceasefire and end-of-war negotiations must be conducted in this manner. Furthermore, Ukraine must never accept any ceasefire terms that benefit Russia, and the international community must not approve such terms. Accepting such terms would mean giving Russia and the social imperialist camp a sense of success. As a result, Ukraine would not be the only victim. Georgia, the Republic of China, and even our own country Japan could find themselves in a situation similar to that of Ukraine. We strongly urge that any ceasefire and end to hostilities be achieved on terms favourable to Ukraine.

Bears Music once again calls upon nations worldwide to impose further sanctions upon Russia and those cooperating with it, and to provide Ukraine with the utmost support. Слава Україні!!!
